English is an official language in Malta, which eases the transition for American nationals. Additionally, Malta offers appealing tax benefits and provides access to the Schengen Area, allowing visa-free travel across 29 European countries.

Top Residence Pathways for U.S. Citizens Moving to Malta

U.S. nationals relocating to Malta must obtain residence under one of Malta’s approved immigration routes. The most commonly used options are outlined below.

Malta Permanent Residence for Americans

The Malta Permanent Residence Programme grants indefinite residence status from approval and is frequently used by U.S. families seeking long-term EU residence security without relocation or physical presence obligations.

The MPRP offers lifelong residence, broad family inclusion, no minimum stay requirement, and visa-free Schengen travel for short stays.

Permanent residence is granted for life, subject to ongoing compliance. It does not confer citizenship or tax residence by itself. Applicants must:

  • Purchase qualifying property from €375,000 or rent property from €14,000 per year
  • Make a government contribution (€80,000 if purchasing, €110,000 if renting)
  • Donate €2,000 to a registered Maltese NGO
  • Demonstrate qualifying capital assets
  • Hold comprehensive health insurance.

Global Residence for American Nationals

The Malta Global Residence Programme (GRP) is a tax-focused residence route for non-EU nationals, including U.S. citizens, who wish to establish residence in Malta under its remittance-basis system of taxation.

Under the GRP, qualifying foreign-source income remitted to Malta is taxed at a flat rate of 15%, subject to a minimum annual tax payment. Foreign income not remitted, and most foreign-source capital gains, generally fall outside the Maltese tax net for resident but not domiciled individuals.

Applicants must acquire qualifying property, demonstrate financial self-sufficiency, hold comprehensive health insurance, and satisfy due diligence requirements

Nomad Residence for American Nationals

The Malta Nomad Residence Permit is designed for remote workers, freelancers and entrepreneurs, including U.S. nationals, who earn income from sources outside Malta.

Applicants must demonstrate:

  • Remote employment or self-employment with foreign clients
  • A minimum annual gross income of €42,000
  • Accommodation in Malta
  • Comprehensive health insurance

The NRP provides a flexible residence solution but does not lead to permanent residence or citizenship.

Maltese Citizenship for Americans

The Malta Citizenship by Merit framework provides a discretionary naturalisation pathway for individuals whose exceptional achievements or contributions are deemed to be in Malta’s national interest.

This pathway is not a residence programme and is not transactional in nature. Applications are assessed on a case-by-case basis, taking into account both past accomplishments and future commitments that deliver tangible public value to Malta. Relevant fields may include entrepreneurship, innovation, science, technology, education, culture, philanthropy, or social impact.

A period of legal residence in Malta is required prior to naturalisation, and each application undergoes a rigorous review process. Citizenship by merit does not confer tax residence or tax benefits and does not require renunciation of U.S. citizenship, as Malta permits dual nationality.

Tax Considerations for Americans Moving to Malta

Obtaining Maltese residence or citizenship is tax-neutral in itself. Maltese tax exposure depends on whether an individual becomes tax resident in Malta.

Malta taxes resident but non-domiciled individuals on:

  • Maltese-source income and gains
  • Foreign-source income only to the extent remitted to Malta

Foreign-source capital gains are generally not taxable in Malta, even if remitted. However, U.S. citizens remain subject to U.S. worldwide taxation, and Maltese planning must always be coordinated with U.S. tax compliance and treaty considerations.
