The Permanent Residence Programme

Effective from 1st January 2025, the Malta Permanent Residence Programme (MPRP) continues to uphold its reputation as a leading residency-by-investment programme, catering to non-European individuals seeking stability, mobility, and an enhanced quality of life within Europe. Governed by Legal Notice 310 of 2024, the updated programme aligns with current economic and market dynamics, ensuring its continued value and credibility.

The MPRP grants permanent residency to qualifying applicants and their dependants, enabling them to:

  • Reside and work in Malta indefinitely.
  • Travel visa-free within the Schengen Zone for up to 90 days within a 180-day period.

2025 Malta Permanent Residence Programme Requirements

Minimum Wealth Criteria

Applicants must demonstrate possession of:
Option 1: €500,000 in assets, with at least €150,000 in financial assets, OR
Option 2: €650,000 in assets, with at least €75,000 in financial assets.

Property Investment

Upon approval, applicants must rent or purchase property:

  • Minimum purchase price: €375,000 (Malta or Gozo).
  • Minimum annual rental: €14,000 (Malta or Gozo).

Administrative Fees and Contributions

  • Main Applicant:
    • Non-refundable administration fee of €50,000, payable in two instalments:
      • €15,000 upon application submission.
      • €35,000 within two months of receiving the Letter of Approval in Principle.
    • Contribution:
      • €30,000 if purchasing property.
      • €60,000 if renting property.
  • Dependants: €10,000 per dependant, regardless of age or relationship.

Donation to Charity

Applicants must make a €2,000 donation to a Maltese charitable organization.

Eligible Dependants for 2025 Applications

The main applicant can include:

  • Spouse or partner: In monogamous marriage, civil union, domestic partnership, or other recognized relationships (gender-neutral).
  • Unmarried, financially dependent children: Under 29 years old.
  • Financially dependent parents and grandparents: Of the main applicant or spouse.

Dependants must prove financial dependence on the main applicant.

  1. Power of Attorney (POA): Authorizes a licensed agent to represent the applicant.
  2. Application Submission: Complete application package submitted to the Residency Malta Agency.
  3. Due Diligence Checks: Rigorous multi-tiered vetting ensures only reputable individuals are approved.
  4. Letter of Approval in Principle: Issued upon successful due diligence.
  5. Investment Fulfillment: Completion of property investment, donation, and government contributions.
  6. Biometric Data Collection: Applicants and dependants visit Malta to provide biometric data for residency cards.
  7. Annual Compliance: Proof of lease agreements and health insurance submitted annually for the first five years.
